Kaufman County Fresh Water Supply District No. 1-B (KCFSWD 1-B) exists to serve the residents of Windmill Farms (Phase 1) in Forney, Texas.

It provides water, solid waste, police, fire, road maintenance, and other municipal services.

The District collects revenues to cover the cost of those services in two ways:

(1) Collection of a voter approved ad valorem property tax - a tax based on the value of real estate or personal property.

(2) Collection of water and sewage fees charged to property owners.

It  is governed by a Board of Directors consisting of five elected Directors who serve staggered four year terms. All Directors are required to be Windmill Farms (Phase 1) homeowners..

If a Board members resigns or a Board member's position is vacated for another reason, the remaining Board members appoint a replacement to serve until the next scheduled election.

The Board contracts with consultants and operators for the delivery of needed services and administrative support. For a list of those suppliers, see "Service Providers".

All operations are performed under a policy of full transparency. 

Monthly Board meetings are normally held on the 4th Tuesday of the Month at 6:30pm at the offices of Severn Trent, 9550 Helms Trail, Suite 800, Forney, TX 75126

The meetings are open to the public and notice is given in advance in the form of a notice placed on the bulletin board in front of Buckingham Swim Center and on the District website.

The District is monitored by the Texas Commission of Environmental Quality (TCEQ). It is is governed by Chapter 49, 51 , and parts of chapter 53 of the Texas Water Code.
